Attention is invited to the clarifications mentioned against serial no. 3 of the Finance Dept’s Memo No. 2014-F dt 09/03/2009. It is clearly stated that for the non-functional movement (eg MCAS etc), an employee may elect to fix his pay either straightway from the date of entitlement or from the date of Increment (1st July of that year). If s/he opted to fix his/her pay from the date of increment then no interim benefit of fixation in forms of increment or higher grade pay shall be admissible. That means higher Grade Pay shall not be admissible in the interim period, i.e before 1st July of that year.
