If the arrear is due to non completion of B.Ed. in time, it is to be claimed only after completion of B.Ed. Otherwise. it can be claimed any time. But remember, if the arrear is due for the same financial year it is sanctioned by the DDO, but if its for any previous financial year it is to be sent to the DSE through the DI/s for sanction.
