OPD (Out-Patient Department) in a hospital is mostly known as ‘Outdoor’.
An employee is entitled to reimbursement of the cost of his or his beneficiary’s medical attendance and treatment as an OPD patient in a hospital or institution in the following cases : –
(i) Malignant diseases (Mainly Cancer cases are considered as Malignant diseases),
(ii) Tuberculosis,
(iii) Hepatitis B/C and other liver diseases,
(iv) Insulin-dependent diabetes (Type-2 Diabetic Melitas is not considered as Insulin-dependent Diabetes),
(v) Heart diseases,
(vi) Neurological disorders/ cerebrovascular disorders,
(vii) Malignant malaria,
(viii) Renal failure,
(ix) Thallasaemia/ Bleeding orders/ Platelet disorders,
(x) Injuries caused by accidents (Animal Bite cases will come under the purview of “Injuries caused by accidents” under Clause-7(1)(x) of the West Bengal Health Scheme, 2008 for reimbursement of the cost of OPD treatment).
An employee or his beneficiary is also entitled to reimbursement of the cost of follow-up medical attendance and treatment relating to Neuro Surgery, Cardiac Surgery (Including Coronary Angioplasty and implants), Cancer Surgery/Chemotherapy/Radiotherapy, Renal Transplant, Hip/Knee replacement Surgery and Accident cases received as an OPD patient in a hospital or institution.
The sanctioning authority for reimbursement of the cost of medical attendance in OPD:
(a) In the case of an employee working in the Secretariat –
(i) Secretary – More than Rs. 5,000
(ii) Special Secretary (if power is delegated by Secretary) – Rs. 5,000.
(b) In the case of an employee working in the headquarters of a Directorate –
(i)Secretary of the Department – More than Rs. 5,000
(ii)Director – Upto Rs. 5,000.
(c) In the case of an employees working in the High Court –
(i) Registrar General – All cases.
(d) In the case of an employees working in the Public Service Commission, West Bengal –
(i) Chairman – More than Rs. 5,000
(ii) Secretary – Upto Rs. 5,000.
(e) In the case of other employees –
(i)Secretary of the Department – More than Rs. 3,000
(ii)Head of Office – Upto Rs. 3,000.
Day Care/ Minor (OPD) Surgery is defined as treatment procedure where staying in a hospital is necessary for a minimum period of four hours and where surgeries are done using Anaesthesia. The package rates of Indoor Treatment are of following duration of hospitalization – 1 day for day care / minor procedures (OPD).
