    Hello Friends!!
    The Chief Minister Mamata Banerjee has announced a 10% hike in the band pay of all regular employees w.e.f. 1.7.2016. My question is ,will the annual increment (3%) be calculated on the new basic pay arrived aftr adding the Interim relief first OR will the annual increment be calculated on the old basic pay as usual and then the Interim Relief is just to be added separately. Will the IR count for DA and other allowances calculation?

    It’s not clear that how mere interim relief on band pay that is basic -grade pay can ever lead to an expense of 3000 crores.Because a 1% DA HIKE causes an extra expense of 25 crores per month which in a year is 300 crores thus a 10 % hike may lead to an expense of 3000 crores . But the news says that it’s interim relief not DA , may be due to technical reasons regarding PAY COMMISSION, that declaration of DA is not possible during implementation of Pay Commission….. Then how central is still giving DA ALTHOUGH THERE COMMISSION implementation work has started.

    An official said that there is no bar to allow D.A. during implementation of Pay Commission.
    By the by , 10 % interim relief of Pay band from 01/07/2016 means :
    i) At first multiply 1.03% to previous B.P. and rounded the figure by 10 to get new B.P.
    ii) Then new B.P. – G.P. = Pay in pay band on 01/07/2016.
    iii) Now calculate 10 % of Pay in pay band.
    iv) Lastly make gross total and add 10 % of Pay in pay band (iii).

    There will be a loss of 10% of grade pay to all the employees ,the interim amount will simply being added on which DA and HRA won’t be calculated and still it is causing 3000 crores of extra expense

    But there will be raised a question ;- It will not be possible to calculate for pensioners . Because there is no question to pensioners of Pay in Pay Band and Grade Pay. They get 50% of Pay as there pension. Not only that most of the pensioners sale their 40 % of Pension. Then how can be calculate there IR?
    Besides this, it is not the process, can not be broken into two parts of Basic Pay of an employee. In ROPA 90 and ROPA 98, IR had given but at those ROPA, there were no breaking like Pay in Pay Band and Grade Pay. IR is calculated on the BP. So it is no doubt a confused matter to all of us.

    As IR is included w.e.f. 01.07.2016, will govt. declare any DA in future till implementation 6th pay commissions recommendations ?
