In absence of Managing committee or administrator who is authorised to give permission for B.Ed? What is the rule? Please upload GO if any.

In case of administrative vacuum NO ONE is there to permit or take any decision on this matter. Wait for at most 6 months for appointmnet of Administrator or reconstitution of MC. However one can represent to DI for consideration. But that would be of no use, i guess.
No G.O. in this matter. It is interpretation of Rule. as per MR 1969, Administrator/MC may take decision . In absence of both DDO is there to disburse Grant-in-Aid only (salary of staff). He has no power to consider any policy matter.
