I am a Sub Assistant Engineer of Govt. W.B.
I have higher qualification like B.Tech.

Not even for all teachers. Primary teachers, teachers on pass scale do not get any increment for higher education. Even they do not get special leave/permission to obtain higher education except relevant teachers’ training. But I’m fully agree with you if some person get the benifit all should get they same as the conditions are same.

There is no provision of Govt. to give financial benefit to higher qualified employee. The post of SAE is filled up by direct recruitment by PSC, where essential qualification is diploma; whereas, in case of AE the essential qualification is degree. Now having degree of an SAE i.e. higher qualified, have greater chance (only interview) to crack the recruitment process of AE as an internal candidate.
