The Govt. employees have a bad reputation regarding regular and timely attendance in Offices. Many of the Govt. employees become very lazy and insincere to their work as they think they have a very secure job. Therefore, they have a tendency to attend office in a very casual manner and their performance is not upto the mark. If the Biometric Attendance System (BAS) is implemented, no doubt many of them will complain. But, will it be proven as an efficient tool for rescuing the lost work culture in West Bengal. BAS has already been implemented in few Govt. Offices in Kolkata. This device will secure the punctuality in attendance but it can not revive the work culture. To improve work culture the best tool in my humble opinion is to reduce work load. Govt. has already taken initiatives to make certain things completely online e.g. COSA, LOCMS, e-Pradan, WFTS, DPPG, GRIPS etc. But there are many areas should be covered. Primarily, 1. Service Book should be in safe custody, 2. Provident Fund should be online, 3. Leave Statement of individual employee should be online.July 26, 2015 at 4:42 pm #80839

The most important thing the Govt. should do right now is to fill up the vacant posts in various departments, for in many Govt. offices in West Bengal there are less staff and more work. So only mere initiatives to make computerization every field will not be sufficient for reducing work load, I think.August 11, 2015 at 2:25 pm #80929
I want to add a few points. It is no doubt a good idea of BAS system. But from this system, we can not receive proper service. I will come timely, leave the office timely also. But, I will spent my time from table to table to do nuisance speech, story, story of politics, family, house,car, bank balance, etc. etc and spent in canteen for a long time. Who will look after me?
Above all, that we want “the spirit of a mind who will execute the work”, always we should think the salary that we earns at the end of a month, come from public . So I have a duty and have to do it at any cost as possible. Where is such persons. Most of us know that what is right and what is wrong. But when the time come for action (duty), we often forget to do it.

First thing first. Puntuality is of utmost importance. Untill and unless employees attend their duties timely, no work culture can be cultivated. Hence BAS must be introduced in every school and office immediately.August 19, 2015 at 5:42 am #80958
Its a good tool for those Govt. Employees who doesnt attend his duty on time & leaves early. If the public finds a departmental officer in his chamber on time then he is bound to look into the matter placed in his table. Or he may be made to respond by the public itself. Thank you friends for your valuable comments. I agree that the huge number of vacant posts in Govt. departments should immediately be filled up. Computers can accelerate the execution of works, no doubt, but we need man power to operate computers. Moreover, interest towards work is an important factor. Merely covering 10 to 5 will not serve the purpose.
