What is/are the difference between FUNCTIONAL and NON-FUNCTIONAL PROMOTION in Govt. Service (Group-A to Group-D) with example.
any carrier advancement benefit i.e. 8 year,16 year or 24 year will be treated as non-functional promotion whether promotion from any post to another post i.e. LDC to UDC, UDC to HC etc.by govt order will be treated as functional promotion.
As far as I know (AFAIK) functional promotion is vacancy based whereas nonfunctional promotion is not vacancy based. In other words, there has to be atleast one vacant post in the higher grade for effecting functional promotion. Nonfunctional promotion is generally tenure based without any relationship with existing vacancy.
In nonfunctional promotion the normal method of pay fixation is placement in the higher pay scale without any fixation benefit. But such treatment is often waived by the Government by special order. CAS is a good example of it.
