iii) how many teachers can avail the CL at a time? can the HM decide a rule regarding it without giving any written intimation to the teachers and violate it the very next day at his own wish?
It depends on the number of class units and the strength of teachers. If there are same units as well as teachers then H.M. may allow C.L. to one or maximum two teachers so that the classes of the absentee teachers divide into others as provisional classes. In a meeting of academic council or staff council H.M. may inform and discus about this matter. Where the strength of the teachers are excess, there is no bar to continuing / running the school.
iv) can the HM write ML (in the normal instructional days) in an asstt teacher’s attendance if he/she maintains proper decorum and ,has sufficient CLs in his /her account?
No, without special appeal (leave as M.L.),H.M. can’t write ML if she/he has sufficient CL.
*** All the staff of an institution will be regarded same in the view of an H.M. He should not behave to his subordinate arbitrarily or blue coloured eyes.

Regarding the point of ML. I think no one can put the leave as ML at any situation, i.e. if the teacher does not apply for ML the teacher’s leave cannot be ML even if there is no CL available. The HM can request or guide what type of leave one teacher should take.November 21, 2012 at 4:34 pm #75509

If answers, clarifications are obtained from the Board, it’s well and good! But in case it’s not supplied it can be done on a round about way under RTI Act,2005. Clarifications, interpretations, explanations etc. are not treated as information and, hence cannot be sought from any public authority under RTI Act. However, one can seek to furnish the copies of the relevant rules under this Act. The art of seeking information matters most!November 22, 2012 at 2:40 am #75528
In service book (last side) there is a leave a/c where all (except C.L) kind of leaves should be entry with- Nature of leave, How many days (from-to), ***Vide M.C resolution no. and date***, signature etc. Now the question is if someone’s M.L is not granted by M.C then there is no existence of ‘Resolution no. and date’, except this any leave is baseless. Again M.C should decide about granting all leaves after the application from incumbent with “Signature”. So, this is a circular procedure. So, wait for your service book and see what happens. Otherwise you may think different…

(1) If an employee is certified medically unfit on a day which is a holiday, whether such holiday will be included in the Medical Leave or not? If he is certified ‘Fit’ on a day which is also a holiday, whether the holiday will be counted in the ML period or not!
(2) If the Competent Authority does not extend the EL period of an employee how the period of overstayal of EL is to be regularised and, what salary will he get during such overstayal?December 9, 2012 at 9:03 am #75913

@ryan: you can pray for CL(commuted leave) and EL(not applicable for teachers).
you cannot claim any leave as leave is not a right.
