    A friend of mine complains that none of the staff of his school cannot get Housing Loans or the likes because their HM refuses to sign the bond (declaration) prescribed by the bank in which they have opened their salary account. Even the repeated requests have gone without use. While other HMs are providing that declaration to their staff. In a sense my friend is being denied of a certain financial right. Is there any G.O. against this type of inconsistent behavior of his HM?

    HM is not bound sign in loan declaration(due to online salary system). He can give you a salary certificate only.

    A) The bank like HDFC has no demand of a bond (declaration) from the HM and Secretary from school. Such banks need 1) Approval of appointment, 2) Salary Certificate from appointing authority (HM), 3) Conversion of land, 4) Sanctioned plan, 5) Deed of land, 6) Porcha, 7) Mutation Certificate, 8) Own contribution (15% of the total cost) etc.
    B) According to bank’s declaration (bond)- school authority declares that they will deduct the amount of EMI from the salary of incumbent and will deposit the same to the bank. It was possible before starting on line salary. But now due to on line salary system, net salary of incumbent is deposited to his own account. How it is possible to deduct the amount of EMI and deposit the same to the bank ? This prescription is certainly known to all the Banks. Then why they ( Bank) force to collect such declaration from a loan recipient ? So the systems of the Banks should made new.
    C) Again, say a few incumbents took a lone on previous system. Branch Manager sent a list of loan recipients requesting not to give NOC due to starting the General Transfer. Again the SSC force to school to release the incumbent within 15 days. What will happen then?
    D) In this way the school authority may face a good number of difficulties and problems. So I agree with :-

    HM is not bound sign in loan declaration(due to online salary system). He can give you a salary certificate only.

    but it said that emolument should be less than 22000 for at least 6months in the fin year 2013-2014. but it not had been said that the six month should ends in march 2014
    plz elaborate the meaning:

    I think you want to say about Bonus.If you were in service for minimum 6 months on 31 st March, 2014 or joined in service on or before 15 th October,2013 and your basic pay + d.a. was 22000 or below 22000 on 31 December,2013 for at least six months.
