    can the HM or MC deny to give me casual leave?

    Of course they can deny as you said “Leave is not a matter of Right”.

    can I get as post, a scanned copy of the G.O regarding leave rules for secondary school teachers.

    Very uncommon query. According to my experience, I have seen an employee who was habituated to remain absent two or three days in a week and nothing could be done against him till his leave account exhausted. After exhausting all of his leave, he used to get salary only for the attending days and his bill used to prepared supplementary. Though I dont know whether any disciplinary action was taken against him or not.
    Extraordinary leave may be granted on un-avoidable circumstances for a particular period. But when it becomes habitual, the circumstances not remain un-avoidable and disciplinary action may be taken against the employee. So, beware of that.

    so It can be said that till my leave is exhausted, nothing can be done. For example if the total number of days absent is 14, and I have all my casual leave intact, nothing can be done. But for example, can the HM or MC deny to give me casual leave?
    Another thing, can I get as post, a scanned copy of the G.O regarding leave rules for secondary school teachers. If anyone can provide the link. It would be very useful.
