A friend of mine has completed B.Ed. after his appointment to the post of Asstt. Teacher in PG scale with due permission of the D.I. Now, if he wishes to acquire M.Ed. (or M.A. in Edn) which is not not a professional degree nor mandatory from the perspective of his job, will he require the prior permissions of both the M.C. and the D.I.? Provide the concerned G.O. please.

… which is not not a professional degree nor mandatory from the perspective of his job….

This is why he will not get the permission from D/I. If he wishes to complete either of the degrees, he will have to do without the permission of the D/I.

It means he will have to appear in those exams on CL or ML. Isn’t it?

He must apply before the Managing Committee of the concerned school. The committee may forward the resolution to the D.I/S only to intimate him. But no such prior permission is needed in such cases. Moreover the D.I/S shall straightway reject such prayer as per Control of Expenditure act 2005. Remember one thing, you may appear in the exam by taking CL/Half pay leave/Leave without pay.
