NET essential or not on Lecturer appointment

In West Bengal University of Animal & Fishery Sciences Recruited Lecturer , Advertisement No. WBUAFS/Estb/Rect.-2/03(Pt.-I)/193 Date : 11.02.2010. EMPLOYMENT NOTICE.
in that notice university declared that NET is desirable not essential. they conduct interview on 12th July 2012.
Can university do that?

For appointment of Lecturer, NET is desirable but not essential whereas for appointment of Assistant Professor NET is an essential qualification.
