I think leave may be granted on serious medical ground. It happened in the last instance (i.e. 28.02.2012). There is a G.O. indicating which reasons will not be accepted by the govt.

@ digitaldoc: Yes, you are right, there was a G.O. regarding various medical grounds. But, I could not manage to find out the same.
