Reg. Income Tax Form Submission

I have submitted my Form16 reg. Income Tax to my DDO on March 16. As usual I have enclosed LIC & GPF copies. Recently I have been informed by my DDO that submission of the same has not been processed as we have to approach Income Tax Office through a lawyer, who requires a fee for doing so. In my service I have not heard reg. that & not gone through any lawyer. As such I hereby request the members present here to kindly enlighten me the role of DDO after we submit our Form 16 to them.
