I am a doctor in West Bengal Medical Education Service with wife also a state Govt, employee (not drawing HRA) Both of us stay in our own house and I draw HRA . In the House RENT ALLOWANCE DECLARATION Form for West Bengal govt. employees, (spouse also being a Govt employee), who will sign i)the HRA DECLARATION FORM in the space earmarked“Signature of Govt. employees” underneath spouse details, ii) the space earmarked “Countersigned by D.D.O”. ( D.D.O of my Office OR that of my spouse), in the same row on the left hand side.
Both of you need to submit this Declaration to your respective offices. You will have to submit the details of your wife’s pay (showing HRA as on 01-07-2017) with the signature of her DDO, while your wife needs to submit your Pay details (showing HRA as on 01-07-2017) with the signature of your DDO.

Thank you Mr. Garain. However, it would help if you can send the Govt. order being followed, at present in all WB State Govt. Offices. The person whose signature is needed at the end of the Declaration part just above employee details is interpreted by different Account Officers differently. I work in a Govt. Medical College, where the staff in Accounts interpret the matter as indicating my signature, with attachment of my wife’s payslip as a proof of non-drawal of HRA
