Can the President of the sponsored committee behave like a dictator? What are his duties other than to preside over the meeting of the MC? An open discussion in this regard is solicited.

It is mainly depends on H.M. Now, the H.M. is a pivotal person. So his decision/ personality/honesty /skill of management etc. may keep away such dictator president.
