    Sir,
    i am a direct recruit to a scale 16 post, and do NOT belong to a constituted cadre service of Govt of WB. I recd CAS benefits at 10 years, then at 16th year to present scale 18. Would I be be eligible for 25th year CAS to scale 19? The ROPA part 2 does seem to advise so for “direct entrant to a post with scale no. 16 post (other than one belonging to any State Service” in their section 64.12 (d). Has Govt. accepted it?

    According to new CAS rules ALL officers seem to get at least 3 scale enhancements, would isolated direct scale 16 appointees be denied so?
