Service Book of the teachers of new setup Schools.

A remarkable number of Junior High School ( New Setup Upper Primary) has been setup within two or three years. Those Schools are running without Head Master, Clerk, Group – D even elected M.C. Generally senior most Asstt. Teachers are (most of them newly appointed) functioning as Teacher-in–Charge and S.I. of Schools of the concerned Circle are functioning as a Member Secretary of Ad-hoc Committee of all New setup upper Primary Schools. Some of teachers have joined the above noted schools from another Schools.
Now my question, who will open or up-to-date Service Book of those T.I.C or another Asstt. Teachers ?

TIC will have to open/maintain SBs for other teachers.

So far as i know in case of New setup Schools, Who has has joined first he/she has taken charge as TIC. He/She has not gotten approval as TIC from concern D.I/S Secondary. That is why he/she has not eligible to get Addl. Pay Rs. 75/-as per ROPA’09 ( According to Sir Mr. Pasupati Ghosh, Muskil Assan).
So I think Member Secretary for TIC is ok but TIC for another teachers?? Waiting for help. With regards.June 4, 2012 at 1:08 pm #72775
I beg to differ with Mr. Pashupati Ghosh (yes, considering his NAME & FAME!) – if he actually said so. Because AGP is applicable for TIC of High & Higher Secondary Schools only! Question of AGP does not arise in case of Jr. High School.
Please go through the relevant portion of G.O. 181:-
The Teacher-in-Charge appointed in High and Higher Secondary School will henceforth, in addition to the
pay in the pay band and Grade Pay of the Asstt. Teacher/Asstt. Headmaster/Asstt. Headmistress according to the
Revised Pay Structure, will draw additional grade pay of Rs. 75/- per month for High School (V to X) and Rs. 100/-
per month for Higher Secondary School (V to XII) over and above the grade pay drawn by him. But such
appointment should be approved by District Inspector of Schools (Secondary) concerned with specific note on the
approval letter that this will automatically be terminated on appointment of a regular Headmaster/Headmistress
on the recommendation of School Service Commission or the Teacher-in-Charge is reverted back to the post of
Asstt. Teacher. Asstt. Headmaster/Asstt. Headmistress, as the case may be, with the Grade Pay according to his pay
structure only being admissible to him. No fixation benefit of Rs. 75/- or Rs. 100/- can be claimed in case of any
subsequent appointment as Asstt. Teacher afresh or in any such other case. The benefit may be allowed notionally
with effect from 01.01.2006 and actually with effect from 01.04.2008 in case of such appointment in the revised
Now question of approving his service as TIC, may be done by DI in case of Jr. Schools without any AGP although it depends on the DIs as there is nothing in the G.O. for Jr. schools. However, before introduction of Approval of appointment of TICs in all schools by DIs, they have been appointed and functioned and thereby discharged the duty of HM including maintaining of SBs of Teachers.
