Teacher-in-Charge appointment

Dear friends.
Hope all you are well in this heat wave. I have a query about the appointment of a Teacher-in-charge(TIC). Is the Managing Committee hold the supreme power to appoint an Assistant Teacher as Teacher-in-charge whether the AT is not a senior one. I appreciate your feedback with criticisms. Thanking you.
