Transfer LDA to UDA

Hello,
Can office transfer a LDA/LDC in a UDA/UDC post without any promotion? If yes then tell me is he/she eligible for any allowances?
Please provide me the GO.

I guess it is under 1:1 promotion policy.
In that case an additional increment is required.
