Validity of one year PTT

friends,primary teacher who have joined after 2009 and have one year PTT at the time of joining are not given any gradepay(for training) but teachers who were appointed earlier and completed one year training upto 2004-05 are getting extra gradepay and many of them got promotional facility
1>are they getting extra facility legally or they have to face problem later?
2>how can the junior teachers get justice?
3>share any news/GO/circular regarding the matter.
please correct if there is any misinformation

Dear friend,
So far as I know,Promotion of A.T. considering two main criteria. 1) The teacher should have to join before 03.09.2001 2) The teacher should have to pass teachers training before 1995.
Otherwise they may be face any problems in future.
