Sir,
Plz. let me know the date of addl. increment (after normal increment on July’12) for 10 years benefit if the date of appointment is 14.09.2002.

No D.I. Approval is requered in case of 10/20 yrs benefit.

If the joining date is fallen between 2nd January to 1st July then the non functional increment benefit @ 3% of basic pay should be taken first on the 1st July. Then annual increment should be enjoy @ 3% after calculation the non functional benefit (10/20 years) in the same day. But If the joining date fall between 2nd July to 31st December then the non functional increment benefit @ 3% of basic pay should be taken on the particular date (when 10/20 years complete) .
In case of Headmaster , he will enjoy his 20 years benefit counting from his first joining as an asst.teacher.(ROPA-2009). Before it was practiced when a teacher complete his 10 years as the headmaster .

It will be 2nd January to 30 th June. Yes, you are right. At first annual increment and then 10/20 years of benefit will be calculated. (G.O. No. 181-SE(B)dt.08/10/2009 and No. 30-SE /5B-1/2009 dt. 10/02/2010).
If any incumbent enjoy EOL on medical ground ,according to ROPA-2009 the date of 10/20 years will be counted from the date of entry.
In case, if the EOL is not for medical ground and this EOL is not condoned, the employee will be allowed the benefit notionally on the 1st July of that year but the actual benefit will be given after the end of EOL and also counting the period of non-qualifying service spent on such leave taken together.
