Actually I think the difference between I.A.S. couples and sub-ordinate couples in regard to House sent allowance is non-democratic..

Service of IAS officers are governed by All India Service Rules which have some different provisions compared to normal State Govt. Rules.

Friends,
We all know that there are three provisions in regard to the exemption of HRA form Income Tax, the least of which is allowed:
(1) the actual amount of HRA received
(2) rent paid in excess of 10% of the salary
(3) 40% of salary or 50% of salary (in case of residence in Mumbai, Kolkata, Delhi or Chennai).
My question is: What are the implications of provisions (2) & (3)? What do they signify?
