Sir, in a fully govt owned autonomous company increments are pending for over three years though repeated appeals by email and appeal letter has been sent through proper channel via dispatch to the competent authority.but incumbent does not know what has been the fate of the appeal letter, whether they are forward ed or not by his boss .The organisation always adheres to extant West Bengal General Financial Rules.there is a clause in service rule book that if one or more increment is stopped without intimation to the concerned employee it will will be treated as if nothing has happened.Will the incumbent get the money with retrospective and loss compensation and why this sort of thing happens why is he being punished this way without proper proceedings
