According to a reliable source that after ROPA 2009, it is notified that one teacher can obtain leave on WORKSHOP and EXAMINATION days (i.e. around 34 days) for IGNOU B. Ed. Is it absolutely true? If it is true, then please send me the proper pdf document regarding this matter.

Sorry friend, there is no such G.O. found.
As per G.O. No. 593-SE dated 27-11-2007 you have to apply for leave/Special Leave/Study Leave. You may have a look at the red underline .
I am uploading the PDF file herewith.
