First of all I welcome you in this forum.
As per Board’s Circular, “School should grant proportionate Casual Leave to the staff of the school in a calender year according to his/her service in the school.”
So, calculate no. of CLs on your own.
Regarding M.L, it is only admissible after completion of one year continuous service. So, you heard right. Not only that it is also true that you can not even take advance medical leave in your first year of service.

Medical Leaves can be granted in advance in extremely emergent/unavoidable situations and, that too, depends on the H.M. – how he judges the merit of the case of the applicant!

There is no power to sanction advance medical leave of H.M. or M.C. (Board circular’s No. 2327/04/G dt. 11/06/2004).The School Authority ask the permission to WBBSE for grant advance medical leave along with the application of the incumbent. Then the WBBSE may consider to sanction of advance medical leave.
In the case of Smt. Bijoysree Chakraborty,Ex.Asstt. Teacher, the Secretary on behalf of WBBSE directed that any teacher absenting himself/ herself from the school on medical ground in his/her first year of service can be granted medical leave with/without pay by the MC and the said leave shall be adjusted to the medical leave which will accrued to his /her credit in subsequent period of his/her service. ……
