Please notify me about the rules of special leave sanctioned by HM or TIC of a school.

There is no right either H.M. or TIC to sanction any type of special leave. Special leave in exceptional circumstances, teacher may apply through H.M. after recommendation of M.C. with other relevant papers to W.B.B.S.E.

Thank you
Dears.
Please inform me,
Is there any right of a TIC/HM to declare a half day and/or a full day as holiday for a silly cause like marriage of a colleague’s sister by hampering the normal routine work(study) in a school? Is there any right to the secretary for the same cause? Please tell me what actions may be taken against this as per govt. rule?
With best regards.
