As per the data provided by the OP, first your pay will be fixed under ROPA 2009 as follows –
1. Your Band Pay + GP on 01.01.2016 is 9960 + 2600 = 12560
Add : Normal Inc. on 01.07.2016 3% Rs. 380
Basic as on 07.03.2017 is Rs. 129402. Initial Pay fixation on 07.03.2017 will be 12940 + (3600-2600) = 13940
3. Annual Inc. @ 3% on 13940 on 01.07.2017 Rs. 390
4. Promotional Inc @ 3% on 14330 on 01.07.2017 RS. 430
5. Difference in GP Rs. 1000
6. Pay finally to be fixed on 01.07.2017 is (14330 + 430 + 1000) = 15760
7. After adding 3 increments, your pay will be 17240 as on 01.01.2020
8. Finally your basic will be Rs. 47800 in pay level 9 of ROPA 2019 as on 01/07/2021.This calculation is based on limited data an could be incorrect. Please verify with original records. ; )

1. What is your date of option of such Pay Fixation?
2. Is there any additional increment in new level beside one Promotional Increment in Level 6? -
