01.How can I get leave (With or without pay) for M.Ed?

Since you are an Asst. Teacher (SSC selection) having Hons/PG degree in a subject other than education (not B.Ed.) you can pursue the course for M.A. (Education) which is a 2 year academic course and, not for M.Ed. which is an 1 year professional course.There is, sensu stricto, a difference between M.A. (Education) and M.Ed. Anyway, you are not, perhaps, allowed to take study leave from the WBBSE for the course as the degree has no relevance to your present academic responsibilities in the school. No NOC is required from the school for the course.

02. What is the status of Child care leave (730 days) for school ?

As far as I know there is no such G.O. for the teachers working in aided/sponsored schools.

03.What is the status of increment for Ph. D holder (after 2005)?

Eligibility for incremental benefit for Ph.D. degree obtained after year 2005 was contended in Moniruzzaman case in the Kolkata High Court and, the verdict was rendered in favour of the teacher who acquired Ph.D. after enactment of the Control of Expenditure Act,2005.
